You'd think after the hullaballoo over Napoleon not being in Civ3 that they would put him in in Civ4. Oh well. At least we got to enjoy him in Civ1.

He will be in Civ4, we just haven't seen his leaderhead.

In fact, we haven't seen so far:

Napoleon
Bismarck
Peter the Great
Elizabeth I
Mao
Qin Shi Huang
Isabella

But all are in the game.

I don't think we've seen Qin Shi Huang. There was a leaderhead labeled as such for a time, but they now are saying that's actually Kublai Khan.
