Charlemagne doesn't really count as French. Same with Otto and Germany, to a lesser extent. I'd prefer Richard the Lionhearted to Henry II. Akhenaten was too revolutionary to be a representative of Egyption pharaohood, one striking feature of which was stability over millenia (but then again, so is Hatshepsut). I wouldn't mind Narmer or Khufu.

Now that I don't get. He was certainly German, and ruled over an area that encompasses pretty much all of historical Germany. His positions as Duke of Saxony, King of the Germans and first true HR Emperor make him a powerful choice.

Why? Richard spent 6 months total of his 10-year reign in England. The rest were spent wasting time on the Crusade and galavanting about the continent for little gain. He did nothing for England, and in fact left it in a state of turmoil due to his neglect of his duties. Henry II was one of England's greatest monarchs, however.

I like Djoser as well. But to me Akhenaten's revolutionary reign is what makes him appealing--it's why he stands out. Certainly he's better, IMO, than Ramesses II, who was only "great" because he called himself so and whose reign was a bit of a disaster for Egypt.

Quite frankly, that would make little sense and lead to a situation like Civ2 with some of the civs having totally weird female leaders, just for the sake of the quota.
Likewise, it would mean we couldn't get both Elisabeth and Victoria, arguably two greatest rulers of England/Britain.

The mainstay of Charlemagne's empire was the area that would become modern day France; it was culturally mainly a Gallo-Roman state, and after the division of Charlemagne's empire the cultural and linguistic differences between the Franks in the modern day French area and those in the modern day German area solidified- specifically at the Treaty of Verdun, in 843, which separated the Carolingian Empire into Gallic and Teutonic divisions .
The Oath of Strasbourg/Strassburg in 842 had had to be given in two languages- in rustic Roman-French for Charles of West Francia's forces, and in German for the supporters of Louis the German.
It seems pretty pointless to restrict leaderheads of countries to those who were either born within the boundaries of the modern day countries, or to parents who were French, German, et cetera.
If that were the case, not many European monarchs would qualify to be leaders of their countries- you could scrap a clutch of English Hanoverians, James I, William of Orange, a handful of Angevin kings, and so on.
You'd also have to jettison the Ptolemies as being non-Egyptian, and a goodly amount of Ottoman emperors, and Catherine the Great too.
And Saladin would also get the chop- being non-Egyptian and non-Arab.

It's not that I'm restricting them to being born within the boundaries of the modern-day countries. But the Western half of the Frankish empire was proto-France at best, and the "France" of Civ 4 is meant to be the France we all know - the France of cities like Paris, not Aachen, of the Fleur-de-lis, not of Charlemagne's eagle.
My point is, when we have iconic French leaders like Napoleon and Louis XIV, we'd be doing France a disservice by dropping one for Charlemagne.
