I would think that it solely depends on system specs.

Most testers probably have machines that are - if not top of the line - at least above average, not only because of their 'job' but it's likely that the product may have higher needs during it developing stage than it does on release.

On a related note, can anyone say whether Civ 4 constantly eats up every CPU cycle it can possibly get a hold of? Civ 3 likes to run processors at 100% utilization whether it needs to or not, which is definitely not a friendly thing to do in a multitasking environment. I'm hoping Civ 4 will be friendlier to those of us who do a lot of task swicthing.

At least Paradox games have a built-in real-life-reminder clock, with the game crashing every 30 minutes, so you don't, say, play the whole night straight.

The constant CTD's of Paradox games is much rarer in their later games.
