Civ4.com vs. Previous Info on Leaders

Some significant changes there:

- Kublai Khan as the second leader of China, not Mongols;
- Qin axed as the second leader of China;
- Victoria as the only leader of England;
- Bismarck as the only leader of Germany;
- Genghis as the only leader of Mongols.

I wonder if this is a mistake/old data, or these changes were really made.

If the civ4.com info is the true one, this means CivIV lacks not 2, but 5 leader combinations - maybe they are paving the ground for expansion pack?

I think the civs part of civ4.com is not 100% done.
for example i was playing as Elizabeth last weekend (i think it can be seen in some screenshots of my preview)

possibility a) developer cuts leaders 11 days before release, 5-7 days before gold
possibility b) web designer doesnt have all the info and/or makes an incomplete flash presentation so that the official site can go live before release

well with the way Firaxis and its roots have treated us in the past, its probably the more diabolical of the two.

Civ2... I thought there was just fantastic worlds, and then "Test of Time"... which was basically a new version of Civ 2, not an expansion pack...
