I think I saw a comment no so long ago saying 16.Is God willing to prevent evil, but not able? Then he is not omnipotent. Is he able, but not willing? Then he is malevolent. Is he both able and willing? Then whence cometh evil? Is he neither able nor willing?

From the ACS Civ4 info section:
There are 18 Civilizations in the game with which you can play, *12 to 18 of them at the same time (this is still being balanced and hasn't been finalized yet)*

it would be cool if one could have the pitboss server "enforce" a 24 hour rule for 1 turn or similar. so if you are delayed the PC takes over the turn for you.
ideally you can manually say "play for me" and if you don't, your turn gets skipped.
with that, 18civs may work- Artificial Intelligence usually beats real stupidity

Meh. The alternative is 18 player Pitboss. But as those are simultaneous turns, I imagine you would see bull**** like deliberately waiting to be the last player to move, moving, updating and going to new year, moving first. This could allow 2 attacks on your enemy, or even a move and attack. With cavalry, that would be ridiculous.
I hope they have some safeguards...

Possible safeguard: a player cannot load his game as long as the player he attacked has saved the next turn.
