i also wonder what happens if a 3-mover (cavalry) after engineering will be able to chose the "road" instead of the rails. after all, on the road he can move 12 tiles!

Also, why should half of the MP be used whilst going on railroad? You don't feel tired after doing a 2 hour train ride, do you? I say give full movement after a railroad movement, but only one time railroad travelling per unit and turn.
I'd vote for 0 MP remaining if rail movement was used. I would guess this is in there.
On the railroad, your armor is inside a train. It takes time to unload armor / calvary / troops upon reaching the destination.
I'd also vote for rail movement can't start and stop on any tile other than a city as well, but that's probably not in there.
So this is one more reason not to rail-spam. A parallel road may be more efficent for calvary and modern armor to use at times.

Well, when you're moving off of a railroad onto something that doesn't have a railroad, I would assume that would cost movement points, because Civ only cares where you're moving to, not where you're moving from.
For example, moving from a mountain to a plain only costs one movement point, but going from plain to mountain costs two.
Maybe no movement cost to enter/exit railroad from a city (since thats where the stations and ramps are). Some amount of movement cost (1/3 point on and 1/3 point off) if you have to "stop" the train on the tracks and load up everyone.

In the Civ4 screenshots released so far, cavalry has a movement rate of 2.

But why stop at roads. Doesn't irrigated/mined/fortressed squares need maintainence? Maybe it would be a little too upsetting to gameplay to pay for all this stuff.
Keep in mind that many things in the Civ games are abstractions of real life. There is no weather, night and day, and so on in Civ. Not all things need to be a part of Civilization.

So if you had only one city on an island/continent and it was surrounded by railroads, you wouldn't be able to move your units out of it? Not the best idea, I think.
