    I think everyone is looking at this the wrong way: (and thus I'm the only one who'se seeing it correctly) but instead of limiting what you can build or somthing, make the nomad "city" a walking unit, Maybe if it stays in one place too long it becomes a city, but as a nomad you get great movement bonuses across the board, and maybe a bonus to attacking (To quote Lawrence of Arabia: "I think your book is correct: The Desert is a sea in which no where no oar is dipped, and on that desert you go where you please and strike where you please. It's the way you've always done it and it's the way you should be doing it now") to repersent a benefit to an irregular form of warfare. But maybe it should have a penalty to defense.


    On the other hand I'm really tired and my brain has been rather unreliable all night.
