I think I like the idea of implementing civil war. I can play a recreation of the American Civil War, and challenge Slowwhand to a good game.

A cheating flag is good idea.

So on the civil war and reasons for unrest topic, do we think it would be possible and/or a good game condition to have different parts of your empire with differing civics? Suppose playing as the United States in 1857, with some cities (states) having the emanicaption civic and some having the slavery civic. If the number gets too close, or other factors come into play this could cause one group of cities to attempt to break away from the other.

Maybe this is something that would only happen under some sort of condition, like a federalized government, but I think it would add depth and be fun all at the same time.
