My personal idea of time travel in a civ game (or a sci-fi mod/scenario) would be where when a nation gets close to discovering Time Travel, it starts gaining information and material from what the game equates as a probable future. Perhaps gaining the technology necessary to look into the future could mean an increased tech discovery rate. Perhaps when it's combined with other tech (or a national wonder involving such technology), a more physical link could be made with the game's prediction of the future, in which you could bring in a few units or resources or whatever. ...although chances are you'd lose some of those same units later on as they then go back to that earlier time.

Well, well, I already use some kind of time travel with Civ III Conquest: it's under the shortcut CTRL+L and let you go back to autosave of last five turns (anything between 250 to 5 years, IIRC, depending on era).
It's disguised as "unfair, losers practice", but it's possible and pay a big reward when you are playing in deep night and almost fall asleep clicking the wrong command... Life is short, enjoy it quickly.

There was a Civ style game that shipped with that "feature". Wasn't it CtP?
I know SMAC keeps a set of auto-saved games going back to about 40 turns prior. It's not all 40 turns... It only keeps a subset of the saved games.
