You can tell by my name where I sit on the Viking debate. They should be in the first expansion, period. Ragnar is my choice for leader.
Other threads have talked about successor empires such as the Bactrians, Seluecids, etc. Maybe an expansion pack could address these quasi-civs. Besides, if you think of it, half of the dominant nations on the globe today are successors or offshoots of sorts (eg. France, Germany, and, yes, America).
The best of all civ games would allow for offshoot civs to develop from the fringes of other empires, be it through civil wars/divisions (eg. N/S Korea, E/W Germany), wars of independance (eg. the USA from England), or from self-determination (eg. the Czech-Slovak seperation after the fall of the Iron Curtain).
