Now, I know the game isn't out yet, but the fact that there are only 18 civs in the game makes me curious as to expansions.
So...
Current Civs (18):
Americans - George Washington, Franklin D. Roosevelt
Arabs - Saladin
Aztecs - Montezuma
Babylonians - Hammurabi
Chinese - Qin Shi Huangdi, Mao Tse-tung
Egyptians - Hatshepsut, Ramses?
English - Elizabeth I, Victoria
French - Louis XIV, Napoleon
Germans - Otto von Bismarck
Greeks - Alexander the Great
Incas - Pachacuti or Atahualpa
Indians - Mohandas Gandhi, Ashoka
Japanese - Tokugawa Ieyasu
Malinese - Mansa Musa?
Mongols - Genghis Khan, Kublai Khan
Persians - Cyrus
Romans - Julius Caesar
Russians - Ivan the Terrible?, Catherine the Great?
Spanish - Isabella?
Keep in mind that there are 19 civs listed here. That means that one of them will be dropped, though which one it is remains unconfirmed. Thus, expansions:

Austrians (not actually playable, but included with Civ3) - Charles V, Maria Theresa
Byzantines - Justinian, Theodora
Carthaginians - Hannibal, Dido
Celts - Vercingetorix, Brennus. Cunobelin, Boudicca

Hittites - Mursilis, Suppiluliama
Koreans - Wang Kon
Incans (if they're not included in Civ4) - (see above)
Iroquois - Hiawatha
