      Some ideas:
      - If your city is richer than others, your people will demand a bigger piece of cake. In the long run, this might so so far that you have less money to spend freely than poorer nations.
      - Instead of conquering other nations, you could turn them into satellites. They will adapt your exterior politic, they have to give you ROP (not necessarily vice versa), and they maybe have to pay tribute and introduce your government. OTOH, they can quite easily break away if they change their government.
