But the statistics may be skewed by the way in which the cities are ordered, especially if you have a large number of cities and micromanage to make sure you overflow by as little as possible.
Better, IMO, to use the number of beakers the city produces/total beakers produced as the chance for the city to be the holy city.

Then your holy city will usually always be the same.
In all variations of Civ (I,II,III and CTP I/II), the order that beakers were applied (or gold/food/production for that matter) depended on the order that the cities you posses were founded.
With this in mind, you could concievably pick which city becomes the holy city if you meticulously MM and have a sufficent teck lead so that you don't have to worry about someone else getting the tech first.Founder of The Glory of War, CHAMPIONS OF APOLYTON!!!
