What I was trying to say is that every few turns a new leader should succeed the old, otherwise, there would be no need for government types, apart from a new form of despotism.
Other games can do this with little difficulty e.g. the Total War series. Although in these games you require an heir, or successor, in civ it would just be a nice change.
It may, for example, trigger a revolution, or something.
Just an idea.
It wouldn't be in the spirit of CIV.
Most people enjoy playing these immortal leaders like Napolean or Lincoln.
Also, a RTW-style leader switching system would become too fiddly after a while.
Nope, I stand by the immortal leaders!

Or that World War I began in territory in a unified empire, that was in fact less unified than it seemed.
Had Bismarck not actively tried to exclude Austria-Hungary from participation in North German affairs, the world might have seen a somewhat different sequence of events- although I suspect Pan Slavism and rivalry between different ethnic groups in Austria-Hungary would have led to a crisis at some point or other.

One feature in all of the previous civ games is the fact that all the leaders NEVER DIE!!!
Otherwise, our Civ. countries COULD have leaders - changing leaders... but still controls policy... we still do. Therefore, from the perspective of Civs... we're gods.
Yes, well, if we want to extrapolate this line of logic to it's farthest extent then humanity is, itself, an immenent disaster.
