    About a free-market trading system, my idea would be to not have control of individual trade routes for extra luxuries luxuries, but have the abillity to influence merchants, traders, bussinesspeople, etc. using embargoes, tariffs, sanctions, subsidies, incentives, and the like. Cities can also trade food, manufactured goods (sheilds), and capital (gold) to other cities inside and outside of your empire.

        One way to rectify this is to have a Social Engineering trait of 'Private Sector Influence', or PSI, from 0-100%.
        i think this is fantastic. in addition, the type of government you are would determine how far up the private sector slider you were able to go. indeed, some governments, like fascism, would have MINIMUM requirements as well. yet another way to amplify the differences between governments...

          I think your government type should have minimum/maximum settings (as well as default settings) for a number of different social engineering 'traits'.
          These might include the aforementioned PSI, as well as 'Legalism', 'Civil Liberties', 'Sufferage', 'Nationalism' and the like.
          These would all have an effect on the character of your nation, and would help differentiate two civs with the same government type.

            very good, aussie. i agree: there should be more opportunity to 'differentiate' between two identical government types. for example, if you want to spend the time, effort and economy to develop 'socialist' communism (over 'totalitarian' communism), you should be able to do that. benevolent fascism, cruel democracy (a la rome): these things would all be possible.
