No fighter recon of other civs territory unless ROP. Violation means declaration of war.

Not a bad idea.
IMO, once 'Nationalism' comes around, a civ shouldn't even be able to move through another civ's territory, even if the unit in question doesn't end the turn in the other's territory. A violation should result in a severe tongue-lashing!
