Considering that all the discussion in this forum has been about Civ4 lately, I think it would be prudent to establish the 'official' Civ4 forum already. For one thing, people would notice it more readily and we'd get more input on The List and things like that.

Please, let's not confuse the concepts of implementing CTP concepts as making civ into CTP3.
First off, there is never going to be an 'official' CTP3, as Activision has already shut the door on it. The Source Code project could be considered as a progression, but it will probably never gain a broad acceptance because it is fan created.
Secondly, this is a forum to discuss possibilities for civ4. The list is neutral in that it is a presentation of ideas, and is not meant to be taken as gospel. It is for Firaxis to spark creativity. Some of the ideas might not be good, some may be good, some may reflect the majority, some may only be liked by a few, but as it is in all creative processes, ideas are what spur creativity. Think outside the civ box - heck, think outside the CTP box. But think!!!!!
Just because it may be a CTP concept should not negate the fact that it might actually be an improvement over what is in civ3. Look beyond the surface, dig into the underlining principles. Try to understand why you like what you do...Yes, let's be optimistic until we have reason to be otherwise...No, let's be pessimistic until we are forced to do otherwise...Maybe, let's be balanced until we are convinced to do otherwise. -- DrSpike, Skanky Burns, Shogun Gunner

I have toyed with the idea whether it is possible to create a completely neutral list for the future civ games.
I don't think it is possible, on the contrary, complex ideas or discussions (anything beyond simple brainstorming) are most functional when "anchored" to a previous civ game.
As Civ IV is likely to be a sequel of Civ III, I think many discussions here are naturally "anchored" to Civ III, perhaps even without conscious effort or it being stated so.

Its interesting how a lot of ideas for Civ IV are a lot different from the ideas for Civ III...
