Oh my god!
The thought of being able to build cities under the sea, upto your neighbours border was awful- it's like someone climbing into your bed to get a night's kip, without asking first- and you only finding out in the morning upon awakening!
It created a need for a vast amount of sea units simply in order to discover 100,000 people setting up a city overnight, amonst the fish, by your shores.
I like [the] sea to offer some sort of protection, not least as I'm British and water has served us well, and continues to do so all all nations lucky enough to have the stuff around them. (Diplomacy is easy and army size is much lower!)
