How do I change flags?

Greetings!

I'm trying to customize my Civ 4 a bit. Specifically, I'm trying to use some flags I found, but I can't find anything that tells me how to do this.

Can anyone help me? Just know that I have absolutely zero experience modding Civ 4.

If you have already flags in the right format then go further to the second half of the second post called "XML Work". It explains pretty well on how to implenent flags in your game. The tutorial also has further information on flag making generally.
