I was just doing some modding with some units and came across the FeatureAttacks flag. I discovered that I could set a negative value for Forest and Jungle and gave all my mounted units a 25% penalty when attacking in those types of terrain. It's something that makes total sense to me and should add another strategic wrinkle to consider.
