Custom Mapping

So I've tried to make a custom map in the World Builder Mode, but when I've tried to get it to work in multiplayer its only usable as a custom scenario, and it crashes on start anyways? Is there a way to create custom maps via the world builder? The programs I've downloaded for map making are 100x harder to use than World Builder.

I just want to make a stock BTS custom map.

I have no idea how to handle maps from world builder. You may have better luck asking on civfanatics creation forum.
