Help finding a mod.

I was looking and can't seem to find this mod, what I'm looking for is a change to the avoid growth button so that having it on (or off, I'm not picky) will make the city avoid growth only if growing will make the city either unhealthy or unhappy, otherwise it will grow even with the avoid growth option clicked. Perhaps someone has seen it before and can point me towards it, or would be able to write it (I imagine it would be a very simple one).

Any help with that is appreciated.
