Remember the Caravans in older versions of Civ? They were primarily used for building trade routes(C2). They also had a lesser used function; to transfer food to cities that couldn't support larger populations. As a matter of fact you could also use them to store production, which I think was used more frequently by players. I think this later function would make C-IV unbalanced, but the food convoys would be useful for specific scenarios.
Does anyone know if this would be fairly easy to create? The way I invision it; it's somewhat similar to a settler in that it would halt city growth while it was constructed. Once completed it would be sent to the city of your choice to be converted to food equal to the number of sheilds\food that were required to build it.

I have two scenarios with extreme climates. One is a desert world where arable lands surround an antartic ocean. The other two thirds of the world is mostly deserts hills and mountains, loaded with mineral ores, oil etc. To get these resources you would have to establish cities that generally wouldn't expand beyond level three... unless you had food convoys. Therefore the civilizations in the south would have to busy their relatively large cities with "food processing" for the north and the means to escort the convoys to the northern industrial cities. The nothern cities would build most of the heavy equipment necessary to defend the civilization at large.
I'm worried that the AI would have to be scripted to deal with this type of scenario, otherwise this scenario will only be fun as a multiplayer game. Does anyone know how to script the AI for support of new units?
