Perfect Square Cities instead of the Fat Cross

Greetings all,

Anyone out there know how to change the shape of the city from the fat cross to a perfect square. I want this:

XXXXX
XXXXX
XXOXX
XXXXX
XXXXX

instead of the game default of this:
XXX
XXXXX
XXOXX
XXXXX
XXX

Hope someone knows how.

I know there are mods to grow the cross out there. One's included in Fall From Heaven II for one civ (can't remember the name). Ask out there or check in the mod, I think they added a trait with isSprawling element in it, but don't know where/how it is used.
