Changing Civ Colors

Can anyone tell me how to change a civilization's colors?

Depends on what you want. If you just want to swap colours of existing civs around, Assets/XML/Civilizations/CIV4CivilizationInfos.xml is the only file you need to change (the <DefaultPlayerColor> setting for each civ).

If you want to really change and redefine colours, you need to mod ColorVals.xml and PlayerColorInfos.xml in Assets/XML/Interface/. The values in the PlayerColorInfos.xml file refer to the keys in ColorVals, which are RGBA values on a scale from 0 to 1.
