Instead of changing existing actions made by the AI... I would suggest finding ways of adding new elements for the AI to consider before going to WAR... such as:
If another opponent has resources needed by the AI it should increase the chances for WAR if the AI is unable to acquire them thru diplomacy.
Currently AI opponents almost always target the weakest nearby player which is fine for the early stages of the game. Human players know to join forces against the strongest opponent within a game... the AI should know to use the same strategy during late game.
Wonders owned by a human or AI player should also increase the chances for the AI to declare WAR, because it will increase the chances they will gain control of these wonders.
{this last one may already exist, but I don't think it does}
Changes like these will actually improve the AI, instead of just changing their personality. I understand these changes are probably too difficult to make. If someone can make it happen I'll definitely download this updated AI.
