I don't see why not. Users can freely 'publish' their modified files so why not the originals.

These files are useless without the executable. Distributing that would be a no-no

I believe so, if it turns out that this is illegal then please remove it but it doesn't seem that it would be illegal. And like peter said, without the other files these are completly useless,

I suspect that since the link at the top is still there, there hasn't been any objection, but presumably the original XML remains copyright.
