how to make ai more aggressive

Does anyone know how I can make the ai more aggressive so there will be more wars. I tried to raise the aideclarewarprob in the handicap file but the ai only became more likely to attck the human not eachother.

I have a pretty decent familiarity with the xml. I looked for a while and didn't have any luck finding anything to do this either. You may have to wait for the ai code to be released.
