City about to grow message

Is there a mod that gives an on-screen message when a city is one turn from growing and when it just has grown? I'd like the former so I can avoid unhappines and the latter so I can switch to worker or settler at the appropriate time. I searched but I didn't find any mod that does this, so if there is one, please point me in the right direction.

What would be even better would be something that would allow you to set a target growth for a city. Add that with a different color on the screen for a city that can grow but is artificially set not to.

If you could change the "stagnate growth" button so it only worked when happiness and unhappiness where equal and then have it turned on by default when you build a new city, it would stagnate growth when the city's happiness and unhappiness where equal and you wouldn't need to turn it off after you found some more happiness
