Borders

Would it be possible to include national borders?
They shouldn`t be defined by culture, but be negatioable.
Cultural borders may ignore national borders, though.

Or would it at least be possible to define borders in historical scenarios, to be more historically accurate? I.e. to draw a line to match state borders.

I second that. Example west berlin - cultural borders way inside the east, but political orders - quite narrow.
