Possible to mod pillaging?

Hi,

I would like to allow pillaging of friendly roads (I hate road spam). Is this possible with the current python/xml access?

Edit: Let me add that I've searched the python files and xml files and haven't found anything that will work. I hope I'm just looking in the wrong place or looking for the wrong keyword.
