You can change everyones gold at the start in the console. Doing that you wouldn't be limited by whatever someone making the options would think were good numbers 
First you need to set CheatCode in the civ 4 ini file to:
CheatCode = chipotle
Then in the game open the console with ~ and type player.setgold x y where x is the player (you're player 0, the second player is 1 etc) and y the amount of gold. If you wish you can even set the barbarians gold using this (they're player 18)
I don't know if having the cheat code in the ini makes you unable to play PBEM. If it does there is something you can do without having to remove and readd it all the time. In your BigMaps directory (or wherever you installed the big maps mod, or in any other mod) you should have an ini file. There you can set the cheatcode. If you don't have an ini file you can copy the civ 4 ini file there.
After that create a shortcut to Civilization4.exe and in properties write mod="Mods\BigMaps" at the end of target. Replace BigMaps with whatever the mods name is.
