Changing Civs in Worldbuilder?

I know I could pick all of my civs properly ahead of time if I started with a custom game, but I want to use one of the EARTH maps as a default to shape and use.

My problem is getting the civs I want to use on those maps, since americans, arent in any, and the english are also excluded.

Is there a way to import a map of the world into custom so I can make my earth scenerio? or how do I change the civalizations that are used in the Custom Games of Earth, Earth100AD and Earth ICEAGE? It seems worldbuilder only allows the civs that are already picked on the map...

I thought I saw somewhere just 2 days ago a program that will convert real satalite images of earth into civ4 files... can anyone even point me its direction if you cant help with my civ changing. Thanks people.

If you open up the worldbuilder save file in a text editor, like notepad, you can change the teams around, and other things like who's at war, what techs are available, etc.
