    Yes all natural resources are welcome but perhaps for some ressources like tobacco: +1 happyness but -1 health

      Would there be a way to implement it as a 'weapon' maybe have a spy-like unit go to enemy cities and distribute them andcause the side effects. It would be similar to the opium wars of the 1800s or today's drug problems.

                oh, but we do already have drugs. at least alcohol... several of them:

                grapes ==> wine, brandy, etc
                wheat (crops: including rye, etc) ==> vodka, whisky, beer
                corn ==> korn (german stuff)
                rice ==> sake, rice wine

                as to other drugs:
                spices ==> surely was intended to include some types of drugs
                cocaine, mary jane and tobacco are also included with the "plantation" improvement.
                and chemistry introduces more modern drugs


                no, but honestly: drugs are an important part of our society and they must definatly be considered as luxury resources. in fact, i suspect that drugs may even have a productivity boost (life & job sucks, beer lets you tolerate it )

                  Well it appears that this idea is not quite dead yet much to my suprise and happiness . If you include those who voted Yes implement them and Yes but only illicit drugs we have a 51.61% so I think we should give it a week or so longer before we decide against it.
