  • Is it possible to create a scenario like this?

You start off with a map with a lot of starting positions defined, but not all of them necessarily used at the start of the game.

If a tribe is eliminated at some point in the game, the game checks to see if there are any of the defined starting locations still remaining outside the borders of all civilizations. If so, it picks one of those starting locations and puts the relevant tribe into the game.

Not sure, but when that civ is "reborn", won't they start from scratch while everyone else is quite far ahead? Would though be interesting to see if they remember how you've treated them...

It won't be how you've treated them, it'll be how you treated the civ that originally had their place. So you probably wouldn't want them to "remember".
