I know that many others were disappointed with the strength of the nuclear weapons in this edition of Civ, so I took it upon myself to upgrade them, and make things a bit nastier. I changed the following parameters in various XML files:
Nuke fallout percentage: 50% changed to 75%
Nuke unit damage base: 25% changed to 75%
Nuke unit Random add-on damage:both 1 and 2 changed from 50% to 25%
Non-Combat Death Threshold: Changed from 60 to 40
Population death base percentage: 20% changed to 40%
Population death random percentages:20 changed to 30%
Global Warming probability: 20% changed to 40%
Bomb Shelter damage relief changed from 75% to 50%.
SDI nuke interception changed from 75% to 50%.
The results of a nuclear test on a size 20 city with a good sample of buildings and units were as follows. I believe this more accurately portrays the utter annihilation that a nuclear weapon brings:
