I say the strongest units all require the mighty resource to build.

Hey, this isn't exactly on-topic, but how about a whale rider naval unit that requires whales? No military strength, but can be used to teach your grandfather an important life lesson about accepting change.
The steam-powered Destroyer would be between the Ironclad and Destroyer in strength and capabilities. I imagine its capabilities to be:
* Can move on Ocean (the Ironclad cannot)
* Slower than the Destroyer
* Weaker than the Destroyer
* Requires Iron and Coal
* Enabling Technology is the same as the one that gives the Destroyer
* Ironclad can upgrade to this unit
I believe the unit you are speaking of here is known as an Advanced Ironclad. These were ironclad ships, but with sails as well. Very powerful for their time, at least till the frigates and destroyers were converted to full oil powered ships. Here's a link with some pictures:
Development of the first ironclad warships, from the French steamfrigate LA GLOIRE 1859, to the British DEVASTATION-Class 1872. Historic pictures of the archive of Klaus Kramer
Some of those are standard Ironclads, but a few are the advanced, such as the HMS Agincourt.
Basically, I would suggest that it has the same power as a destroyer, or slightly less, but moves at the same rate as an ironclad. Most of these were cannon ships, not artillery ships as the destroyer is. Also, I would suggest removing the intercept ability that destroyers get.
Silly thing about the Ironclads was that they really couldn't hurt each other. The Monitor and Merrimac shot at each other at close range for a DAY with neither being little more than dented. It wasn't until one of them became stuck in the riverbed that things changed. In the end, neither ship won that battle. BOTH were disabled. This changed with the developement of better cannon and the idea of the turret for the cannon. Later Ironclads were powerful enough to punch through the armor. This also lead to the developement of torpedoes and underwater mines. Perhaps there should be a torpedo boat with a bonus against ironclads?
I've created a new civilization based around cows, the Bovinians. Their special unit is the Stampeder, which replaces the War Elephant. The animations for the unit are horrible, because I ripped them from the resource, but other than that, I'm happy with the mod.

You have the Stampeder upgrading to Cavalry. Shouldn't it upgrade to Cowvalry?
None, Sedentary, Roving, Restless, Raging ... damn, is that all? Where's the "massive waves of barbarians that can wipe out your civilisation" setting?
