More civic options sets!

Really I hope that I havent re-invented the wheel again, but I haven't found anything on apolyton either about more civic options sets!

The only problem I seen right now, is how to set a default one for the 6'th column! It seems, it just dont get "initialized" in the beginning, though you can make a revolution.

Excellent work. Health Care and Education seems to be nice ideas too.

Looking at the screenshots reminds of something: Doesn't Barbarism look very tempting? Meat right off the bone, a mug of beer and a good laugh? It should at least give +1 happiness, lol.
