  • Dynamic National Unit Limits

I have noticed that the flat limits on the number of "National Units" such as Missionaries and Spies is quite poorly though out. These limits dont change based on how large the map is or how large your empire is through the corse of the game.
I think a much more logical system would be to have a flexible National Unit limit that rises through the corse of the game, some factor in your Empire being key. For Missionaries I would think the number of Monestaries would be the logical cap. Dose anyone have any good ideas as to how this could be achived?
Companions the creator seeks, not corpses, not herds and believers. Fellow creators, the creator seeks - those who write new values on new tablets. Companions the creator seeks, and fellow harvesters; for everything about him is ripe for the harvest. - Thus spoke Zarathustra, Fredrick Nietzsche

    Here's a couple of ways

    *number of cites
    *total population
*number of special buildings (like monestaries)
*wonders or national projects that increases the limit
*possibly some civic choices could increase the number as well

I think spies should always be available for build from the palace building, but have a National Unit limit of 1 until scotland yard which gives infinite.
