Where is the Strategy Layer?

I'm trying to find a way to save the strategy layer and the grid state (you'd think they'd have done this already but noooo).

But, I can't find the strategy layer. I get as far as CyGlobeLayerManager but I can't find any definintion of that.

I can't find a definition of the "strategy layer" button or anything.

Nope. Nothin'. I've moved on to a Map generator. Soon as I have Starting locations I'll post it here.
