Just a simple XML reader. Right now it does nothing but readonly.
I am looking for input and, if there is enough interest, may add write capabilities.
It currently defaults to the \My Documents\My Games\Sid Meier's Civilization 4\CustomAssets\XML (cause you shouldn't be editing the files in the game directory).
Let me know what you think and if this is of any real help.
