Editing Civ 4

How can I change the the civ 4 rules? For example, if I want to edit the civics effects, the number of national wonders allowed per city, the obsolescence of great wonders, the civ characteristics, and the diplomacy, how could I go about doing this?

Also, how do I leave the world builder once I've opened it?
