    In call to power I think it was, it was possible to colonize and exploit the oceans. Now I think this wouldn't work so well in civ IV but to some extent I do wish that more would happen in the seas.

    Perhaps ocean improvements, militarily and economically that support your research or early warning stations that reveal the fog and can strategically be used to reveal enemy submarines and armadas approaching you.

    CtP had 3 levels of fish nets and sub-detection beacons for coastal/continental shelf tiles. Later you could build underwater cities. Deep ocean terrain consisted of ocean floor, trenches, ridges, and volcanos. Again, 3 levels of fish nets or 3 levels of mines (not on trenches). Oh, and tubes to conect the cities to each other and land. Underwater city production kicked @ss because the tiles produce so many shields. If you pillaged a tube with troops in it, they drowned. Coolness IMO, but that's just me.
