    A fourth type of commerce could be modded in that woudl accumulate like gold and would be producable by barracks and similar improvements and military civics. the manpower then could be spent to create soldiers

    some would be only manpower and some would be both gold and manpor and other resources

    how does that sound?

    what are the drawbacks?

    I like that idea (and i'm assuming you took it from HOI2 ? )

    But it should only be generated by cities and be only dependent on city size.

    Problem with that though is, the bigger the civ, the bigger the advantage it has.

    Although there are ways to handicap that.

      Any of Paradox Games have it.

      Here is a variant

      LOCALIZED MANPOWER.

      Say archer is 12 manpower

      If say barracks produces 4 manpower per turn and is the first military building that can be built then you will get an archer from that settlement in 3 turns

      if you build military accademy then that can decrease build time in half

      if you build heroic epic it could double manpower production

      stuff like that

      whis will guarantee that more established cities are better equipped to fight a long war.

      ALSO

      the manpower generation for the city could be tied to the cultural percentage in the city

      those cities that are on the border are less willing to fight thier own brothers.

      this will add much needed spice to culture victories

      unfortunately it will also ensure cities being razed by the player everywhere

      workaround is no_city_raizing flag
