Does anyone know exactly how the game uses the XML values used by Great People to hurry buildings or discover techs (e.g. "iBaseHurry" and "iHurryMultiplier")?

Right, figured it out on my own - here's how it works for those that might be interested.
Much like the name suggests, you start out with "iBaseHurry" - let's say 4. Then you take "iHurryMultiplier" (say 10) and multiply that with the city's population. So, in a town with a pop of 2, you'd get 20 in this example. Add these figures together (24) and then apply the game speed modifiers - i.e. 150% for Epic, 100% for Normal, 67% for Quick, making us end up with 36, 24 and 16 hammers respectively.
