Custom Civ Help?

Can anyone post a tutorial to help those of us who are technical idiots create a custom civ to play? LOL

By custom civ I mean being able to choose any two of the civ traits and mix and match that with any one of the special racial units, plus maybe being able to import a non-animated picture for the leader or something.
