Simple question?

I just want to know where exactly do I go to create a new world? I know you can do it once you're playing the game, but I just want to make a new map?
Also, how do I make a new civilization? Is this possible?

Custom scenario/map ....

Then Enter world builder Via CTRL + W during the game.
