Ah, the 70's and 80's. Grognard heaven...paper and dice strategy games for every conceivable battle, war, or era. TONS of fun too. Then those wascally pc's came about and pretty much killed the good times 
I found a copy of an old paper-and-dice Roberth Heinlein's Starship Troopers game from the mid-70's on Ebay and snatched it up. I've only played a couple games with it, mainly because while the game is fun, the turn-maintanence is not.
Basically, one side is Terran with the awesome exo-armored suits. The other side is either the Skinnies or the Arachnids. The Arachnids get multiple types of units and...before the game starts, the Arachnid player has to draw out his subterranian "nest". To do this, you were allotted a certain number of 5-hex lines, 4-hex lines, 3-hex lines, a "brain bug nest" and a couple of other things that had to be placed. This was all done on paper before gameplay started.
The Terran player dropped his units from orbit and there are some cool mechanics to show his spread of units when they hit. Then, he has to plant listening posts, use esp-type units and basically do everything he can to find a piece of the Arachnid nest.
Using the random map generator CIV IV has would enable a ton of different scenarios. The biggest hurdle, I suppose would be figuring out how to do a two-leveled game board and allowing the Arachnid player to set up his map prior to gameplay.
But...there are a ton of possibilities here. I don't have the tech savvy to realize them with Civ IV, but I'd be MORE than willing to dedicate time and resources toward a group that wanted to do it.
