Tool Tip at Mouse

I would suggest playing around with CvScreenUtils, it has several interesting functions though the most interesting is
mouseOverPlot

try updating your tooltip in there

If you figure out how to change the contents of tooltips, let me know!

My mod changes food and production rates, however the mouseover tooltip and the colored bars do not display this information properly (cities appear to be shrinking when they are actually growing, even reporting negative food growth).

I've managed to change this information in the city management screen, but the tooltip contents and even the bars on the main screen (not the city detail screen) seem to be hidden away outside of the python.
