No, Jesuits only appear on the docks. But you can make normal missionaries in Europe or any of your colonies.

I had two Jesuit Missionaries working inside my colony when colonists graduated from school. The computer gave me the option to make them Jesuits (cost about the same as an Elder Statesman).

On a side note, I would have liked to be able to train Veteran Soldiers like you could in the old COL, but I didn't get that option even with a veteran working in my colony.
